Bids for 9 offshore petroleum blocks close October 14
Bids are presently being accepted by the Ministry of Energy and Energy Industries for production sharing contracts in respect of public petroleum rights in submarine areas along the East and West coasts of Trinidad.
The submarine areas have been divided into nine blocks. The Ministry has asked that bids be presented in duplicate, under confidential cover, in sealed envelopes marked “Bid for Production Sharing Contract” with the block applied for clearly marked off to the Permanent Secretary, Ministry of Energy and Energy Industries, Level 9, Riverside Plaza, Besson Street, Port-of-Spain. The deadline for submissions is 4 pm, October 14. Those interested in conducting exploration and production operations in any of the blocks described are asked to submit a separate bid application in respect of each block. Persons intending to bid either individually or as a member of a consortium will be required to pay a pre-bid application fee of US$60,000 for Block 1 (a) and Block 1 (b) which will entitle the bidder to bid on either or both of these blocks. For Block 2 (ab), a pre-application fee of US$40,000 is required while US $60,000 must be paid for Block 3 (b), Block 4 (a), Block 22, Block 23 (a), Block 23 (b) and Block 24, which will entitle the bidder to bid on any or all of these blocks.
The payment of the pre-bid application fee is a prerequisite for the submission of a bid and shall entitle the prospective applicant to a data package for the relevant block from the Ministry of Energy. The package will include a Model Production Sharing Contract 2003 or a Model Production Sharing Contract for Deep Water Areas 2003. It will also include relevant information with respect to the areas for which bids may be presented. In addition to the pre-bid application fee, a bid application fee of US$30,000 per block must be paid to the Permanent Secretary in the Ministry of Energy on submission of the application. Each bid must be accompanied by the proof of identity of the bidder, information on the technical capacity, competence and experience in petroleum operations and related activities of the bidder on available markets for the disposal of petroleum, a summary of proposals and cash flow. Bid proposals will provide a maximum utilisation of services and facilities available in TT in both the exploration and development phases of the contract.
