THE EDITOR: With all the distraction about President’s Grounds I hope that this is not a smoke screen to by-pass the local architects and builders to introduce foreign architects and builders in this most prestigious national building. No more "design and build." Our architects can design.

Our builders can build. Our Government can finance. On behalf of local architects and building contractors, I seek this assurance.
