Establish decanting centres

It is essential that there be minimum disturbance of the existing residents; in this connection, it would seem that this could be best achieved if a building (a decanting centre) be built within or in close proximity to, the area chosen for initial redevelopment, that could house several families and also cater for small business location.

The area so depopulated could then be used to develop a second phase which would be larger and could begin, in its redevelopment, to have amenities eg basketball and netball courts, a swimming pool, parks, etc.

Once the second phase is completed the initial “decantees”, plus as many others as could be accommodated, would occupy the residences and a fresh set of persons be temporarily housed and a further construction phase initiated.
