Mr Joseph talking out of time

He had the effrontery and gumption to declare that because there were 21 murders in April as compared to a high of 52 in March. Mr Joseph said this was partly because of the establishment of a Homicide Bureau which was beefed up from 40-150.

Joseph’s statistical knowledge which appeared to be baseless, something he ought not to get away with. May I, in unambiguous language tell Mr Joseph that his strategies have not started to work.

Let us see if the murder rate is going to reduce in the next five to six months for the corresponding period. If that can be achieved then we can talk of working strategies and statistics, the true meaning of which is numerical facts systematically collected over a period of time.
