If the form is delivered to every household, which is occupied by either the owner or an agent, the onus is on the owner/occupier to have the form completed to the best of his/ her knowledge. It is the law.

If the law is broken then there are consequences.

But to advise constituents, supporters and the public at large to tear up the form is at best unfortunate and at worst irresponsible for the Opposition Leader to so do.

The role of the Valuation Division is to now determine ownership of the buildings that exists and is visible, but may have been built after 2009 or whose owners may never have filed a return to the division.

If the forms are not completed and returned to the division by the homeowners, then the division by law will now have to seek out the information by visiting the properties to ascertain ownership, since the buildings are the subject matter and the necessary taxes applied and penalties thereto. I wonder if the Opposition Leader will advise her supporters that they should not fill out a form that does not bear their name and address when they are to renew their driver’s permit or passport? Or better yet, if they are travelling to the US and they are not seated at the time of the distribution of the landing forms given out by the flight attendant and they find blank forms on their seats, should they fill out such forms? Remember, the forms are not labelled and could belong to a “ghost.” Let us see how fast they comply with the US law.
