In response to Al-Rawi’s statement that there are 839 people languishing in prison for minor offences, even though they have been granted access to bail, Persad-Bissessar said, “Bring them (to court) and give them all bail.” She expressed surprise that anyone could be imprisoned now for sacrilege and confirmed there is such a person in the local prison system for breaking down a church door. While Clause Four of the Bill permits cash or certified cheques to be used for bail, Persad-Bissessar said there is a global movement away from using money for bail.
