IN THE aftermath of Patrick Manning’s $22 billion Budget for the fiscal year 2003-2004, Newsday’s South Bureau reporter Hollister Frontin took to the streets of the southern capital to solicit views from the average man in the street on their thoughts of Manning’s Budget.
