Property tax anomaly

The anomaly, however, is that the owner who rents his property accrues an income of $36,000 a year from the property and pays a tax of $972, while the owner of an owner-occupied property, like myself, who receives no income from the property, will have to pay the same tax of $972 a year. Such a tax is therefore discriminatory as it penalises me for living in my own house and not renting it out.
