THE EDITOR: The telecommunications Service of Trinidad and Tobago (TSTT) had gone the way of Texaco and Neal and Massy. Rene Bucaram of Ecuador was the managing head of the Texas based oil company when it returned to Trinidad in the 1990s. There was no cause for concern here. In 1998 Neal and Massy gave another Latin American the top position over the likes of Bernard Dulal-Whiteways. This is a national-based company with international connections. Jesus Pazos is seen as a more qualified professional. Now Mr Carlos Espinal is a target for TSTT workers. Coupled with this is the need to use imported construction labour as a result of the action by contractors: they naturally prefer to pay less. The private sector views education as inadequate so much so that it sees it fit to hire expatriates and a company that markets a world-famous encyclopedia has pointed this out through a pamphlet. The Father Gerry Pantin initiative of SERVOL has also addressed this concern about too much emphasis on academics many years ago. JEFFREY M JOSEPH Fyzabad
