Licensing Dept conducting business in shop

It shocked me when my son told me this, but when I drove down there the next day I was told by a male employee that I have to go across to the bar to purchase the driving regulations document. There is a breach of financial regulations going on at the Licensing Office. Could you please give me and other members of the public some answers please, because as far as I know, a government document should be sold at its office and a receipt given for further checks by auditors for monies received.

How in heaven’s name could this be allowed to happen is mind boggling. I await your response Minister Imbert.
