Are Cuban trips necessary, Mr Manning?

THE EDITOR: Could somebody tell me why Mr Manning and his wife had to use taxpayers’ money to travel to Cuba to have a pacemaker implant? I have the exact dual pacemaker. It was implanted several years ago by a highly qualified heart doctor at a fully equiped clinic, locally. Now he is again in Cuba to have the pacemaker checked and adjusted. I and many others attend the pacemaker clinic in Mt Hope every six month for check-ups and adjustments by qualified technicians and doctors.
