Husband wants wife’s killer to remain in jail
University of the West Indies professor Dyer Narinesingh does not want his wife’s killer, Leroy Andrews, to be released from prison until Narinesingh retires from his job six years from now, a sentencing tribunal heard yesterday. The tribunal is to decide Andrews’ fate on February 15, 2006. Prof Narinesingh expressed his feelings in a "victim impact statement" to the Port-of-Spain Criminal Court, where Andrews, now 28, is to be sentenced for the June 20, 1993, murder of Marion Narinesingh. Prof Narinesingh, 59, of Lopinot, also talked about his sleepless night and the suffering he and his three children went through as a result of his wife’s killing. When Andrews murdered Narinesingh, he was just 16 years old and was sentenced to imprisonment at the President’s Pleasure by Justice Lennox Deyalsingh. The review of sentencing became an issue after the Privy Council ruled that convicted persons under age 18 should not to be sentenced at the President’s Pleasure as was the custom, but at the Court’s Pleasure, which would be in keeping with the doctrine of the separation of powers. Andrews’ sentence hearing is before Justice Anthony Carmona. He is being represented by attorneys Mark Seepersad and Gerald Ramdeen, while Director of Public Prosecutions Geoffrey Henderson is representing the State.
