Best designs to beat hurricanes

Countries and islands in the path of these storms suffer billions of dollars damage annually, yet people repair their damaged houses or build new ones in basically the same design next year. I am of the opinion that a circular structure would offer the least resistance to strong winds and therefore suffer the least damage.

I cannot understand why governments in affected areas do not see the need to get their top architects together and come up with the best shaped designed structure to survive these storms and encourage their citizens to build to suit.
