Put speed bumps on the shoulders

The solution to stopping this, since the government is not interested in this revenue stream, would be for the minister in charge of roadways to build “speed bumps” on the shoulders.

High ones.

This way the errant drivers would have to come to a stop regularly, the one thing they don’t want to do.
