Not graduating but $ demanded

My cousin’s daughter attends the Reform Presbyterian School in south Trinidad.

Only a Standard Two pupil but she had a note in her book stating that each child in her class must bring $30 or more to contribute to the Standard Five graduation.

Why is that? She is not graduating in the first place.

I don’t know if the whole school received a similar note.
