Environmental hazard in North Couva
THE EDITOR: Please permit me a space to inform the relevant authorities of an environmental problem we are experiencing in our community at Phase II North Couva. The problem we are experiencing is emanating from some selfish land owners in our community. I would like Mr Noel Garcia and Dr Keith Rowley to please assist us in addressing this problem. This project was developed and contracts delivered to land recipients approximately ten years ago. To date several owners have left their lands abandoned creating an environmental hazard. The lands have not been cleared for years. The resulting jungle has covered drains causing a back-up of water in other people’s premises when the rain falls. Also, the jungles have advanced onto the roadways, causing obstruction to traffic. There is also a mosquito invasion as pools of water are settling on the uneven surfaces of these lands.
These people are in breach of several conditions stated on the contracts that they the recipient signed. They are: Section 2 — Recipients were supposed to build, occupy and submit to the National Housing Authority a building completion certificate within two years of receiving this contract document. Obviously they did not. Section 8 — Not to do or suffer to be done upon these lands anything which may be to the annoyance, danger or disturbance to occupiers of the adjacent neighbouring lands. Section 4. 1 and 3 — Recipient failure to perform or observe covenants, conditions or agreement can result in the NHA lawfully re-entering on these lands without any allowance or compensation to the recipient. The contractual agreement was breached approximately eight years ago by these recipients. NB Vacant unkempt lot numbers 188, 175, 182, 205, etc. I am confident that a timely response will be forthcoming from our Minister of Housing, Dr Keith Rowley and the NHA Chairman, Dr Noel Garcia so that we can be blessed with the enjoyment of our respective properties.
