Danger at dusk

Not a traditional bump but a black hump placed there like a thief in the night, since I passed there the day before and did not have this experience. But it gets worse. Not just one but two black humps.

Further, there are already humps on that boulevard that have been there forever and are painted. So why the need for these new ones? Do the creators of these humps know they are required to illuminate them so that drivers are aware they exist? Arlene Stephen via email
