Dumas to revamp Local Govt bodies
IN preparation for the implementation of the Caribbean Single Market and Economy (CSME) Local Government Minister, Rennie Dumas, has announced that regional and city corporations are to be reorganised on the basis of management rather than administration. Dumas said Local Government bodies had been assigned "critical roles" for promotion of economic development, regional planning and the establishment of a "new paradigm of local governance." At Monday’s civic reception and awards ceremony to commemorate the 17th anniversary of San Fernando’s city status and the 160th anniversary as a municipality, Dumas said, "Failure to do so would certainly seriously undermine the country’s ability to deal effectively with the challenges of globalisation and trade liberalisation. More importantly, it would stymie our ability to implement some of the strategies which have developed collectively by the Caribbean region, one of the most important of these is the CSME." Dumas said the ministry is in the process of reviewing its strategic plan for the period 2005-2008. He announced that a number of training programmes, including time management, project development and management, financial management and human resource management, would be made available during the upcoming year.
