TATT is toothless

The Telecommuni-cations Authority of TATT is an example of one of these. They advertise that consumers must know their rights and that any telecommunications provider must unlock a mobile phone at the end of the contract if the consumer requests it.

Digicel locks all the phones they sell including the prepaid ones for which, of course, there is no contract and they refuse to unlock them so that the consumer may use it with another provider if they wish but TATT says they can do nothing about it.

The prepaid consumer has paid for the phone unlike post paid where the phone may be free. Is TATT of any use to consumers?
