Sando has N E W 'caretaker' mayor

OUTGOING San Fernando Mayor Ian Atherly will be a “caretaker” mayor until a new mayor officially takes up office. During the final sitting of the San Fernando City Council, City Corporation CEO Marlene Coudray explained that Atherly could not leave office just yet.

The life of the council ended yesterday, but the terms of councillors are to be extended due to the postponement of Local Government elections. Atherly, on Tuesday, announced he would not be seeking re-election at the end of his term.

However, Coudray said he was not allowed to vacate the position under the Municipal Corporation Act, until another mayor has been elected. She explained that Section 15:2 of the Act states: “Unless the mayor resigns or ceases to be qualified or become disqualified or is removed from office in accordance with this Act, he shall continue in office until his successor in office has accepted office and has made and subscribed the appropriate declaration.”

In referring to the Act, Coudray said only councillors were allowed to demit office yesterday.

Saying she did not receive any form of communication stating otherwise, Coudray added: “The life of the council has ended. You have not resigned, so according to the law you are the only member of council who cannot vacate office until a new mayor is sworn in.”

At one point in the council meeting yesterday, Atherly was clearly overcome with emotion as councillors heaped praises on Atherly. With teary eyes, Atherly covered his face and hurriedly left the council chamber.

On his return to chambers, Atherly thanked members for their support over the years. In giving advice to his successor Atherly said: “Learn the system and all members of council. Remember that the system calls for teamwork between the political arm and the administrative arm and most importantly, all that glitters is not gold.”
