Earlier this year, in the lower court, Chief Magistrate Sherman Mc Nicolls sentenced former Opposition Leader Basdeo Panday to the maximum penalty of three years with hard labour for failing to declare a bank account to the Integrity Commission. What conclusion am I to draw from these two examples?
