$31 fine for drug pipe

Eugene Joseph pleaded guilty before Magistrate Lianne Lee Kim to possession of an illicit apparatus designed to smoke illegal drugs. When the magistrate asked him if he had any money in which to pay a fine, he replied, “I have $31.” She then fined him that amount.

In outlining the State’s case, the court prosecutor told the court that on August 12, Joseph was spotted with a large bulge in his trousers by policemen on patrol along South Quay, Port-of-Spain.

He was searched and the glass tube, which is used to smoke marijuana and cocaine, was found in his trousers.

He was arrested and charged for the offence.
