Sources also said that the deputy DPP is expected to examine the alleged use of force by the Coast Guard officer involved in the shooting, the public interest in the matter and the apprehension of offenders by the Coast Guard. Deputy DPP Browne-Antoine yesterday confirmed that she met with Morrain but added that she had received no file or formal report on the matter.

Mohammed, 25, was shot in the head by a 29-year-old Coast Guard officer on July 28 while fishing in the company of two relatives.

He died one week later at the Intensive Care Unit at the Port-of-Spain General Hospital. Morrain was appointed the Chief Investigator in the matter by Police Commissioner Trevor Paul.

The Coast Guard also carried out an inquiry into the shooting death and ruled that the officer who shot and killed Mohammed did not have any malice or ill intent.

On Sunday, Attorney Anand Ramlogan described the findings as biased and one-sided and said it was a mere public relations job designed to do damage control and salvage the poor image of the nation’s protective services.
