PNM, UNC resume crime talks


THE resumption of yesterday’s crime talks between Government and the Opposition saw both sides agreeing that the Police Service regulations were archaic and needed to be reviewed.


Speaking with reporters outside Whitehall after the meeting yesterday, Opposition Leader Basdeo Panday said the Opposition had made proposals on the issue of the Constitutional Reform Bill.


Regarding the appointment of the Police Service Commission, Panday said, they had suggested that three members should be appointed by the President on the advice of the Prime Minister and two members on the advice of the Opposition Leader. However, he said, he did not think Government agreed with that proposal, and he was not happy with Government’s proposal that the Prime Minister should have veto power over the appointment of the Commissioner of Police. They agreed to propose some alternatives, he said.


Both parties, he said, agreed that police officers should not investigate police officers and that an independent body should be set up to conduct such investigations. A draft legislation will be prepared for final agreement, Panday said.
