New public service coming

Addressing a ceremony to launch the delegation order at the Crowne Plaza Hotel yesterday, Thomas identified steps being taken to transform the public service since his appointment as PSC chairman in July 2004.

Thomas said it was clear that the public service is a key corporate actor “in governance in any national regime” and its modernisation must be at least in tandem with the national vision.

Against this background, Thomas said the launch of the new delegation order was over 40 years in the making in TT and many other countries have used this instrument to modernise their public services.

Thomas explained that the delegation order will confer the power and responsibilities for all confirmations, transfers, continued temporary appointments and acting appointments “which do not require consultation with the Prime Minister and specified disciplinary actions,” upon the public officers in various government ministries and departments.

He also indicated that the delegation order will be structured to take into account difficulties experienced by public officers over the years in circumscribed human resource management.
