Sparkle without the mess

Firstly, there are a few different places you can apply glitter. The most common place is all over the eyelid. Some other options would be on the lower lash line, as glitter eyeliner on the upper lash line, as an inner corner highlight, all over the lips, on the cheeks as a highlight, on the body, or even in your hair.

There are a few different formulas of glitter adhesive, which can be used with any loose glitter. Adhesives such as Cailyn’s Sugar Stuck on You and LIT Cosmetics Clearly Liquid Glitter Base are fluid formulas that will flawlessly apply glitter in thin lines for eyeliner or detailed work. LIT Cosmetics also has a “Forever Wear” Glitter Base that is intended for use on the lips, brows and body, since it’s waterproof. Too Faced Cosmetics Glitter Glue is a thicker adhesive which I prefer to apply glitter over a larger surface area such as the eyelid. You can also use a liquid glitter eyeliner such as Urban Decay’s Heavy Metal Liquid Eyeliner for a one-step, mess-free glitter look.

Recently, I’ve been asked what I think about using eyelash glue as an adhesive for glitter.

Personally, I don’t recommend applying it all over your eyelid, because it can cause your eyelid to stick to itself, particularly if your eyes are hooded. Some of my favorite brands of glitter are Violet Voss and LIT Cosmetics, which carry a wide array of unique colors; Certifeye, which has every single color you can think of; and Blush Sparkle, which has the most eye catching, chunky glitter: perfect for Carnival. And as a bonus, there is a Valentine’s Day Collection, with fine, chunky, hexagon and heart shaped glitter in romantic hues.

So, how do you use all of these adhesives and glitter? It really isn’t difficult, but there are a few points to note for the cleanest, neatest application. Firstly, if you like to apply your face makeup before your eyes, be sure to shield your face with a tissue when applying your glitter. If you apply your eye makeup first, then be sure to wipe away any glitter fall out with a makeup wipe before applying your face makeup. Secondly, you should apply glitter after all your eyeshadow is complete.

Sometimes, going back and blending eyeshadow over your glitter could make it appear muddy and it could dull its shine.

Lastly, keep in mind that dark glitter looks best over dark eyeshadow, whereas light glitter can be used over a variety of colors.

When you’re ready to apply, use a small amount of adhesive on a flat synthetic brush, and dab it only over the area you want to sparkle. With another flat brush, pick up a small amount of loose glitter, and pat it directly onto the adhesive. Keep picking up small amounts and patting it on, until you’re satisfied with the opacity. It’s easier to work bit by bit than apply a large amount at once. Complete your eye look with eyeliner, mascara and optional false lashes.

If you want to create glitter lips, start with clean, exfoliated lips. For best results, you should apply a matte lipstick. Working in small sections, apply an adhesive such as LIT Cosmetics Forever Wear Glitter Base to your lips, and immediately pat on your glitter, until your entire lips are covered. Press your lips together to properly adhere any loose bits of glitter to your lips. Clean up any stray flecks of glitter on your face by wiping them away with your foundation brush.

You can also use sticky tape to remove stubborn glitter, but be prepared to patch up your face makeup in the event that it gets removed with the tape. I recommend drinking from a straw and avoiding oily food to maintain these lips.

Top 10 tricks and tips to shed Pounds before Carnival 2017

TIP 1 Clean house It all starts with cleaning out your kitchen. Make no mistake: If food you shouldn’t be eating lurks in your fridge, cupboards, or freezers, you will give in at some point or another.

You may think you have willpower of steel, but wait until your leptin levels start dropping and hunger clouds your every waking thought, and a few of your dreams. Few people will leave their house to satisfy their taste buds; they’re much more likely to hit the fridge. I see people coming out of the supermarkets with mega groceries to stock their cupboards with non-essentials and junk.

TIP 2 Combine cardio variations There is a new debate that puts steady-state cardio training vs. interval training for fat loss.

Steady-state allows for a longer fat-burning session.

Interval training ramps up your metabolic rate and increases fat oxidation rates for hours after the workout is done. My advice is to do both. Stamina is a prerequisite for a successful fun Carnival experience. So pick up the pace and challenge yesterday’s success. Push yourself.

TIP 3 Do at least one full-body workout per week Full-body workouts increase your metabolism more per workout due to the large amount of muscle mass you hit.

They also allow for more total downtime to rest during the week.

Whatever you do, you must lift weights to burn major fat.

TIP 4 Drink green tea daily Green tea should be your top beverage of choice while on a fat-cutting plan. It will help to rev your metabolism, allowing you burn more calories daily. Green tea is also loaded with healthy plant chemicals and free-radical-fighting antioxidants.

All these health features will help to reduce the tissue damage that can take place while dieting and doing intense workout programmes, helping you feel better as the fatburning continues. Additionally, the slight intake of caffeine you’ll get will also boost energy and promote more fat burning, providing even greater benefits

TIP 5 Carbohydrates staggering.

One tool most people do not make use of enough is the power of higher carb days. Low-carb dieting definitely speeds up progress for many people, but if their carb intake falls too low for too long, it will have the opposite effect than you expect.

Here’s how: Add two high days into the mix as well. This tricks the body into thinking carbs are around all the time, avoiding the plateau-causing metabolic drop that otherwise occurs, the body will then use fat for energy.

TIP 6 Sleep is a secret weapon Sleep is another underrated part of a proper fat-loss programme. I know around Carnival getting sleep can be a challenge. If you aren’t sleeping enough, your insulin sensitivity will decrease, which means that hormone will be less effective at shuttling glucose from your blood into cells, where it belongs. So what does your body do? It pumps out more insulin, still hoping to finish the job. The problem is that insulin is also a fat-storage hormone.

Since your cells will be starved for glucose also means you’ll encounter carbohydrate cravings and lousy workouts.

TIP 7 Increase your protein intake ten-20 percent A higher protein intake is the next step to seeing enhanced fat loss. Not only will protein-rich foods calm hunger spells, but they also have a higher thermogenic effect as well.

Thermo-what? Well, for every 100 calories you eat, your body will burn about 20-30 percent of those calories off simply breaking down the food.

This means you consume fewer calories overall, therefore increasing your total daily calorie deficit. The bigger the deficit is, the greater the fat loss will be. Protein also helps reduce the chance of muscle mass loss, which is imperative to maintaining a faster metabolism long-term.

TIP 8 Drink a glass of water before each meal A sneaky technique to try if you struggle to cut back on your food intake is to simply drink one glass of water before each meal.

TIP 9 Switch to single-ingredient foods To help you dramatically improve the quality of your diet eat only single-ingredient foods – more natural food like fruits and vegetables and ground provisions. Single ingredient foods are in their most natural state and will contain the most nutrition to help keep your body healthy throughout the weight-loss process and leave you energised. If you use this guiding rule, you’ll immediately cut out all the processed, unhealthy foods that can quickly put a stop to weight loss and have you feeling unwell.

TIP 10 Fasted cardio Cardio done when your body is no longer processing food and insulin levels are at a low, baseline level is “fasted cardio”, which is usually about four hours after your last meal. So breaking your fast in the morning with food can be preceded by a 30-minute bout of cardio exercise. Try jumping rope, jumping jacks, maybe a jog around the neighborhood for 20 – 30 minutes. Keep water close by so you don’t become dehydrated. This technique has been employed by many professional fitness practitioners getting ready for a big show.

Death by diet

This is the crux of what can make or break your micro biome – and as we have covered the gut microbiota is one of the primary collections anywhere in the body. If you were some form of health masochist and felt the need to wipe your good bacteria out or imbalance it – here’s a few things to try: Antibiotics – this is a hornet’s nest of discussion in the medical/nutrition community, but we’ll get back to this in coming articles Eating processed meats or meat from animals raised in CAFO’s or con_ ned Animal Feeding Operations Eating processed foods high in high fructose corn syrup. (read the label of most products and you will _ nd this) High fructose (sugars in general) feeds yeast, fungi and bad bacteria – leading to an unbalanced gut Consuming emulsi_ ers – sounds like something in paint, but its more than likely something in any product that needs to be emulsi_ ed, say, like…. milk, ice cream, even soups. It might as well be in paint though.

So that last part. Ah! The bane of my existence.

A couple years ago, I became a coffee junkie. Seriously – we’re not talking the difference between instant coffees but a serious attention to brewing the perfect expresso or Americano every morning. But, that came with a heavy splash of evaporated milk. It’s milk, that’s been boiled extra – to ‘evaporate’ some water and make it thicker right? Well, maybe. But if you think that some farmer somewhere is churning milk for your coffee in that manner, you’re wrong. It’s being produced at mega factories – with (check for yourself) carrageenan.

Within a few years I had decimated my good gut biota, leading the assault _ rst every morning with a dose of the in_ ammatory carrageenan. Other emulsi_ ers found in food include common ones like polysorbate 80, polyglycerols, lecithin, and xanthan gum, which more recent research has shown can have a very detrimental effect on your microbiome, even increasing the possibility of obesity and in_ ammatory bowel disease.

Not convinced? Here’s more on that actual study:

In this study, widely used food additives caused chronic colitis in mice with already abnormal immune systems. In mice with healthy immune function, they resulted in mild intestinal in_ ammation and subsequent metabolic dysfunction that led to obesity, hyperglycemia, and insulin resistance. Most notably, the emulsi_ ers were fed at levels that an average person would be exposed to if eating a lot of processed foods, suggesting these additives may indeed affect the health of many Americans.

How many of you haven’t purchased something from a franchise in the past few weeks – from coffee houses, to fried chicken to dessert shops? We have almost wholesale adopted an aspirational American style of living with no thought to impacts on our people. In fact, fast food is leading to such a health risk that it should be taxed similar to cigarettes and alcohol. But the sad reality is – take a look at most drive thru windows – it’s the go-to dinner solution for tired mothers, single parent families, families where both parents work, the rich and the poor, but more so the lower income demographics – the people most in need of proper nutritional information and the health complications that bad eating can result in later on.

And if you think the Ministry of Health or the US FDA has its facts in order to protect you, also be mindful of this research recently:

A 2013 study published in the journal Reproductive Toxicology found that nearly 80 percent of the food additives approved by the FDA lack testing information that would help the agency estimate the amount people can safely consume before suffering health consequences.

Bank tardy in coin removal

My contention was that this coin is thought by the population to be of such little consequence that, were it to fall to the ground accidentally, it has become almost a custom for it to be left without any effort at retrieval.

These coins can thus be seen strewn in abundance on roadways and car parks and have become an environmental monstrosity and an albatross around the country’s neck.

While it would be preposterous of me to claim credit for motivating the Central Bank into making its recent decision to withdraw this coin from circulation, what has surprised me is the tardiness of the bank in so doing, considering the cost and it being obvious that the one-cent coin was of little use to the public in general.

Indeed, it seems the existence of this coin had become nothing but a medium for facilitating what could be described as a deceitful marketing strategy by some merchants — a strategy which the public did not “buy”.

The Central Bank should therefore take note lest the same fate should visit the reconstituted five-cent coin being proposed.

Govt sees positives at InTech Park

He said this is the most pressing economic issue facing the country, commenting that, “Our economy is evolving in such a way that it will become difficult for people with lower levels of education to find jobs to sustain themselves.” Cuffie later said that the Tamana InTech Park could be this country’s Silicon Valley .

The tour included Ambassadors and High Commissioners resident in this country who were expected to collect information about the park to send to companies in their home countries which might be interested in doing business in Trinidad and Tobago .

Executives of e-Teck, which is developing the park, said it is currently negotiating with between ten and fifteen companies and those negotiations are mostly complete in terms of the first phase of the estate .

The park already has one tenant, Florida-based iQor, described as one of the world’s largest business outsourcing companies, operating in the Flagship Building and has completed negotiations with one tenant for the lease of one lot .

Executives said that $1.08 billion has so far been spent developing the park and its first 21 lots. They said that once they have negotiated tenancies for half of those lots they will begin development of Phase Two of the park .

In his address, Professor Emeritus Ken Julien, Chairman of the Board of the University of Trinidad and Tobago (UTT), said UTT will set up programmes suitable to Trinidad and Tobago and is looking to fill gaps which are not being done or are not being done properly. He said one such programme would be aviation; another would be food security including Bio Sciences/Agriculture and Food Science .

A teacher training programme that would be four years instead of two as well as programmes in engineering; Information and Communication Technology (ICT); biomedical engineering; maritime studies and performing arts. He said the UTT is also considering a programme in security and public safety to deal with the current crime situation and train people at all levels who can contribute to dealing with crime.

‘I’M QUEEN OF FRANCE’

On accepting the award at a gala ceremony at the Z?nith in Paris, Rose declared she is now the “Queen of France”, which drew lusty applause from the audience.

The 76-year-old Rose praised her subjects and fans, for keeping her going with their “vibrations” during her long reign in calypso, as she celebrated the World Music Album of the Year honour.

And as many award-winning artistes do, Rose led off her own tributes by thanking her agent Jean Michel Gibert. “I want to thank my agent Jean Michel, I want to thank the government of Trinidad and Tobago and my fans all over the world. They have kept me going with the beautiful music and vibrations.

“I want to thank Stonetree Records from Belize, (producer) Ivan Duran. I want to thank you all. May God bless you. And you know something? I am the Queen of France right now,” she declared in her acceptance speech at the 32nd edition of the prestigious awards.

ROSE BLOOMS The World Music Album award is one of the major music honours in France and Rose triumphed over French dance/ electronic band Acid Arab whose album is Music of France and Malian singer and an award-winner in this category, Rokia Traor? who was nominated for Do So.

The Victoire accolade is given by the French Ministry of Culture to recognise outstanding achievements in the music industry that recognises the best musical artistes of the year. Rose’s album went platinum in France late last year, an achievement unmatched by any other local artiste.

In a video clip of the ceremony, the audience applauded loudly as Rose received the award, bowing regally before being escorted off the stage. She was then called back on-stage to sing one of the album’s top singles, “Leave Me Alone”. Her agent Gibert in a statement to Newsday from Paris last evening, said the audience went crazy and sang along with Rose and when she was done, she received an encore. “It is the first time ever at this event that an encore was allowed because it is a ‘live’ television event,” Gibert said, noting fans on social media also celebrated Rose’s win.

“Calypso Rose is the most tweeted in France tonight,” he said. Rose’s local manager Lorraine O’Connor, speaking to Newsday also from Paris, said Rose’s success showed the calypso artform is far from becoming irrelevant in local and global culture. “We are so ecstatic and overwhelmed right now. People say calypso is dying but it is more than alive. It is so amazing!” Machel pro ud Soca superstar Machel Montano, who collaborated with Rose on the remix of “Leave Me Alone”, hailed her as the embodiment of the Trinidad and Tobago spirit. “I am beyond proud of our icon Calypso Rose! She is a living embodiment of the Trinidad and Tobago sound and spirit. Her album is a masterpiece and I am so excited that this incredible piece of work has been acknowledged in such a major way.

“It goes to show something we already know, that Trinidadians and Tobagonians can create world class music, and we as a nation must continue to support our artistes to allow them to reach these heights! My sincere con her platinum-selling album Far From Home.

velopments, talking with Gibert throughout and watching as the album was launched, went gold and then platinum.

“We’ve been following her all the way. I’m so heartened,” Gadsby- Dolly said, hailing Rose’s win as a powerful statement to local younger artistes. Gadsby-Dolly was especially happy that Rose’s album was filled with vintage calypsoes, all of which gives the music of TT fantastic exposure on the world stage.

SHE’S OUR AMBASSADOR “It shows the potential we have in us as a people,” she effused.

“Young children in France who cannot even speak English are singing the words to it. “She is an ambassador. I can’t wait until she comes home for Carnival.

She’s an inspiration to our young calypsonians. I know how excited she’s going to be to be back in TT”.

Gadsby-Dolly hailed Rose for having such a joyfully infectious personality. “Her whole happy mood is infectious and she really caught on in France. It transcends language and culture, and France has caught it. We are so proud of her.” The Minister hailed Rose for having courage in her latter years to create this success.

“It didn’t come just so. She was past her prime, some would say.

It was so hard for her to have to go from place to place to do concerts and interviews. She keeps on saying to young artistes how hard it is. She is a testament to us as a people. We are extremely proud of her.” Rose is expected to return home in Trinidad next Thursday after fulfilling other engagements in France.

When members of her band arrive three days later, Rose will be in full rehearsal mode for her only full length show this year, SoCalypso — Rose in Concert on Carnival Friday (February 24) at the Queen’s Park Savannah.

MovieTowne suspect nabbed

Police sources said the suspect was preparing to board a vessel in an attempt to flee the country and escape arrest. Officers, acting on information, quickly went to an area near the Crews Inn Restaurant and spotted him.

When officers identified themselves to him, the man surrendered without incident.

He was searched and taken to the Homicide Investigations Bureau (Region I) offices in Port-of-Spain, where up to press time, he was being interrogated.

Police sources said that depending on the pace of investigations, officer investigating De Revenaux’s murder, could complete their case file and seek instructions this weekend or Monday from Director of Public Prosecutions (DPP) Roger Gaspard SC.

De Revenaux reportedly received a phone call and left her place of work at the Manderos restaurant at MovieTowne at about 8.15 pm last week Sunday.

Minutes later, after loud screams were heard, she was discovered dead, with her throat slit.

A passer-by who discovered the body and alerted police was arrested and detained for several hours until CCTV footage showed he was not the person who murdered De Revenaux.

TTUTA, dissatisfied with Ministry of Education

Doodhai said TTUTA was also distressed at the failure of the authorities (Ministry of Education and Teaching Service Commission) to make the necessary and suitable interventions to bring some semblance of peace and order at the school.

He said several of the school’s teachers are working in fear and are being disrespected by officials by the ministry.

“The learning community of Ste Madeleine Secondary deserves no less and the MoE ought to be getting much more for the several millions expended on the maintenance of the school.” At a press conference, the president also addressed the matter where a student was robbed on her way to school.

“We were told she was late for school and diverted from the normal route that students would use to get to school and would have been passing through an apartment block and she was held up by a group of persons wearing bandanas over their face(s).” He continued, “She was told to hand over her possessions which included money and cellphone. What was told to us is that if she did not hand over the possessions she would be raped.

We understand that someone raised an alarm and she was able to escape.” He said there are several issues plaguing the school community for the last five to six years, under the present leader at the institution.

Doodhai said TTUTA has received reports that the past Superior Officer (SS) III who had been making strides in correcting the shortcomings of the Senior School Official (SSO) was “rewarded/punished with re-assignment to a far off district.” “The continuing presence and conduct of the SSO is inimical to the best interest of all who are supposed to benefit from the institution.

It saddens TTUTA to have to bring these matters to the public domain, but it is believed that after five plus years, the ‘fever’ must break and the healing at the school must begin as a matter of urgency.” He added, “It is intolerable and unpardonable to allow this state of affairs to go unheeded and those found wanting unpunished.

TTUTA is more than willing, prepared and capable of working together with the powers that be at finding solutions to the ongoing crises at the school.

Asami remembered on anniversary of death

The young woman, who came to Trinidad to play the steelpan and take part in the carnival celebrations was found murdered on February 10 last year. She had been coming to Trinidad on her own for eight years, to play the tenor pan. She last played with PCS Nitrogen Silver Stars but, also played with several other bands, including the Woodbrook Modernaires and Desperadoes.

Last year was her first time ever playing mas. It was, unfortunately, her last time. Her death remains among a long list of unsolved murders in which police struggle to find a breakthrough. Although an entire year has passed and her murder has faded from the memories of some, for her close friends and fellow pannists, the pain of her loss still resonates with them.

Newsday spoke to Marcus Ash the drill master of PCS Nitrogen Silver Stars, on Thursday night during a one-year commemoration of her death. The band put up a memorial at their panyard on Tragerete Road, which was on display while they practised. The memorial had a framed collage of photos, and sticks of incense which were lit in her memory.

The collage, along with a Japanese fan signed by the band members, would be part of a care package which would be sent to Nagakiya’s parents at her home town, the Sapporo-shi province, in Hokkaido, Japan. They intend to send the package after Panorama.

Ash said on Thursday night that while he, along with all Nagakiya’s friends and loved ones in Trinidad, feel disappointed that the murder was not yet solved, he wishes that her killer would come forward.

“The entire thing is unfortunate.” said Ash, “I don’t know if the killer would be able to sleep when the night comes, but I just wish they would turn themselves in and make this even easier. I would pray for them that they could find some peace someday.” Ash described Nagakiya as a warm and friendly person with an effervescent personality.

“If Asami were here today, she would have probably been running in the yard late, and busy looking for a pan to start practising.

She was the most bubbly and energetic person in the band, especially among the foreign players.

That personality is what she would be remembered for most.” Ash said that when she died a year ago, he could not come to terms with it. He said that he still feels like if she is alive, but she simply did not come to the country this year.

“We miss her. The band misses her.” Ash said. “To come to terms with the fact that she died is very hard, especially for the players.

Any conversation we have among ourselves, her name would pop up.

Every time someone does something, or makes a joke someone would say, what would Asami do if she were here? Some people would laugh, others would get very quiet.” Ash recalled the last time he saw Nagakiya. He said that he, along with fellow band members were at the panyard on carnival Tuesday, when she showed up. The band was planning to go “down the islands” to relax on Ash Wednesday, and he reminded her that they had to meet up at 8 am to make the trip. She promised that she would be there early, but she never arrived.

According to reports, she was last seen walking up Woodford Street in the company of a man.

She had been staying on that street during the carnival season.

At 9.30 am on Ash Wednesday, Nagakiya’s body was found by a street dweller. She was still wearing the carnival costume which she wore during the day while playing mas with the Legacy band.

Newsday spoke to one of the first responders on the scene – a police constable working at the Portof- Spain Division. The constable said that the discovery of the body came as a shock to him.

“We were on mobile patrol on that day, and we were driving around the Queen’s Park Savannah, near Queen’s Royal College when out of nowhere a street dweller ran out in front the vehicle and stopped us.” said the constable, “The man said he was seeing something that looked like a mannequin lying under a Brazil Nut Tree, and we should investigate.

When we checked, we were not sure if it was a mannequin or a body, because of how pale her skin was, but when we saw ants crawling out from underneath her body, we realised it was a corpse.” The constable said he immediately moved the man from the area, and called for Homicide and Crime Scene Investigators to cordon off the scene.

The entire pan community, along with the country as a whole, joined in mourning and bewilderment, wondering who would want to kill a woman who so loved this country and its national instrument.

Quite possibly the only person who was punished for her death was former mayor Raymond Tim Kee, for his remarks after her death. He said that women should take responsibility for protecting themselves and mentioned that he had spoken in the past about “lewdness” which was displayed by women during the carnival season.

The statements sparked outrage among feminist groups, such as “Womantra”. A massive call for the mayor to step down, ultimately led to his resignation.

An autopsy performed by Dr Valeri Alexandrov at the Forensic Science Centre in St James revealed that someone used their bare hands to strangle her.

See how it pans out

First, when Minister of Culture and the Arts Dr Nyan Gadsby- Dolly assured a lawsuit filed by Pan Trinbago against the National Carnival Commission (NCC) would not affect Panorama.

Second, when the parties in that legal dispute entered a special agreement to put things on hold until after Carnival when the court will take a look at the issues raised.

While we welcome the two bodies coming to an agreement, the issues of jurisdiction raised in the case should still be examined.

Indeed, the consent order signed is premised on the continuation of the court’s examination of the legal arguments. The matter should not be quietly withdrawn after Carnival. The law should be settled once and for all.

The issue in the case is basically who has jurisdiction to keep the money earned at the gate from Panorama. Should that be Pan Trinbago, the body that runs the competition and that is set up to promote pan affairs? Or should it be the NCC, which controls the venue of the pan events in the weeks leading up to Carnival? It is strange that this matter has never been resolved. Why did two State-funded entities have to take each other to court in the first place? This is like one department of a Government ministry suing another department of the same ministry. In the end, the taxpayers pay.

The matters surrounding ticket revenue are important. Ticket collection and ticket sales are key.

They have direct bearing on revenue levels and accountability.

And they also affect logistics. If the gates are not properly managed, chaos can ensue at the venue, as demonstrated by the experience some years ago when long lines greeted people interested in the Panorama semi-finals on the Greens. Such a situation presents health and safety issues and also affects security planning.

It would be good if both parties could talk and come to some agreement over the appropriate bounds of their functions. But in practice such an outcome is difficult to see: both entities have strong claims. Why should Pan Trinbago, the country’s steel pan administrator, surrender the bread and butter of pan revenues to some other entity? And why can the NCC not have some control of receipts taken on its premises and at its facilities? We are sure answers to these questions can also be found in the various contracts entered between the bodies governing things like rental of the facilities at the Queen’s Park Savannah.

But clearly judicial resolution is pertinent. The deeper issue is the need for rationalisation of Carnival.

What is this festival and where is it going? Has the division of labour between the various mediums been useful? Are bodies like Pan Trinbago, the National Carnival Bands Association and the NCC all working on the same team? Or do they sometimes function as if they are each representatives from alien planets with wildly different Carnival traditions? Has the time come for one Carnival agency? Related to these questions is the matter of a home for Carnival.

The vision for an environmentally- sustainable Carnival centre with a retractable roof is still fresh in the minds of many who hoped it could be a reality.

Yet that vision seems a long way behind us with a National Academy for the Performing Arts, a facility which suffered birthing pains and defective design and which is always veering in and out of the favour of safety and regulatory bodies.

This issue of a home for Carnival is separate from the question of a museum facility preserving Carnival arts and centralising Carnival education. Sadly, neither seems to be on the minds of officials.

The court case may have panned out for now, but a bigger chord is left to be resolved.
