Wanted: Cold Crimes Unit


THE EDITOR: This is an open letter to Police Commissioner, Trevor Paul. Dear Commissioner Paul: You are on public record as saying that the recent changes in the Homicide Bureau will allow for an investigator on a homicide to remain on that case " until that matter is determined." This statement forced me to wonder if such dedicated investigation will apply to cases as the murder of Ann Dhanraj. I trust you recall my having spoken to you on this matter, several months ago, lamenting the fact that I am unable to see any forward movement on this case whether from the police or the DPP. The question: Who killed Ann Dhanraj? Is as relevant today as it was in 1996 when the crime was committed. And, it is the failure to solve such crimes, including the Akiel Chambers matter that has fuelled the killing spree that has overtaken our beloved Republic. Too many murders have gone undetected in recent years.


So, with your recent re-organisation and pronouncements coming from the National Security Council, in addition to assistance from the FBI and Scotland Yard, the public is entitled to expect, not only that the criminals will be checkmated but also a higher detection and apprehension rate for crimes committed. Since all these initiatives are taking place, I recommend that you go a step further and set up a Cold Crimes Unit with highly trained staff and equipped with the required state-of-the-art technology to allow them to do their job. Then, and only then, will the mantra that the file on a murder case is never closed will have meaning and justice will catch up with those responsible for the deaths of Ann Dhanraj, Akiel Chambers and so many others.
