Tardy cops may face disciplinary action

TARDY action by police in responding to the distress calls of a man who was eventually murdered at his Penal home, may very well lead to disciplinary action against officers, according to assistant Commissioner of Police (South) Dennis Graham. Speaking with reporters following yesterday’s funeral service for retired policeman Norton Regist, ACP Graham said he mandated Snr Supt Dawson Victor to carry out investigations. Graham said investigations would centre around reports that policemen from  two police stations were either slow in responding to, or failed to respond to the calls of Sylvan Lochan, 58, whose body was subsequently found. Police officers attached to both Penal and Barrackpore police stations may face disciplinary action arising out of these investigations, Graham said.


Lochan was found bludgeoned to death at his Mohess Road home on Monday night. According to reports, Penal police responded to Lochan’s initial call but on arrival officers realised Lochan’s home was not situated within their jurisdiction. Graham said officers of Penal station may face disciplinary action if it was determined they left the scene of a crime without investigating. He said the officers should have remained at the scene until police from the relevant station arrived. Graham said officers from Barrackpore police station may face disciplinary actions if it was determined they left a murder scene unattended. Lochan’s home is reportedly situated within a five-mile radius of three police stations.
